BTRC-2321: Inscription Finance Protocol

We plan to develop the Inscription Finance Protocol - BTRC-2321, based on the BitTorrent network. This will enable inscriptions to possess financial value and allow inscriptions from other chains to engage in financial activities such as borrowing, staking, and collateralization through the infrastructure of the BTRC-2321 protocol on the BitTorrent chain.
